I have user that just upgraded to sp5. They applied sp5 to their workstation client and all working there. They applied sp5 to their web server and it seemed to have taken however when they try to launch the web client all the users are getting error message " This database is fro use with a newer version of Forecaster web access. Find out from the administrator when the update will be completed.".
Is there an additional step that we are missing?

This error message could be associated with a Forecaster upgrade not being applied to the Web Client. To avoid this error please run the Forecaster Service Pack Upgrade again and insure you select to upgrade the Web Client.
If the issue persists manually install the client components by running the MicrosoftForecasterWebClient.msi file from the c:\Program Files\Microsoft Forecaster 7.0\WebAccess\Cabs\Files folder on the IIS Server.
If this does not resolve the issue, then I would suggest to create a support case.
