partner access to Client d365 BC

has anything changed with the October release?  For those clients who have the October release pushed out (and our new clients who have just activated after Oct1), the area where we add our partner access is greyed out.  Is anyone else experiencing this?  has something changed with the new release?  what is the easiest way to access our client d365 BC?

    There are lots of things changed with October release, but I don't think anything changed on the partner access.
