    Hello Evan

If I am understanding Correctly you are able to fetch Base 64 string using liquid code , so based on file type why can't you use data attribute of a hyper link tag to download files in Web template. if this is not your requirement please provide more info so that let me try to help here.

    Please check :- https://stackoverflow.com/questions/10473932/browser-html-force-download-of-image-from-src-dataimage-jpegbase64

    Thanks

    James

You should be able able to form a link for downloading attaching by retrieving notes details using FetchXML in your web template.

    Hi Emmaneul James Abraham,

This method not suit in some hand phone.

    Now, I using this  url(xxxxx.microsoftcrmportals.com/_entity/annotation/{annotation id} ) to download,

But No suit Knowledge Article Note, The knowledge Article need an setting(docs.microsoft.com/.../display-file-attachments-knowledge-article) as  Mahender said,

This setting "KnowledgeManagement/NotesFilter" must need value (Is this value can be empty?).
