When you select "Create New Field", you will be asked what Type of field and the length of it.
CRM will not make a decision for you and create the field.

You are correct...I never had any issues importing to created fields so I never noticed that you couldn't pick the lenght...my guess is that it selects the default lenght (I.E. 100 chars Single line of text) and tries to import the data. I'm not sure if the Data Import wizard is clever enough to analyze the file and create the field lenght based on the biggest data point. I know some analyzing takes place during the Data Import Wizard but I don't think this is one of them...we could test by trying to import a file where a record has more than 100 chars on a new field and see what happens.
I know that not all the options that you get when creating new fields will be displayed to you during the Data Import Wizard, for example:
1. Record Types that are created by Import Data Wizard are of type Ownership="User" only. Users cannot create record types using Import Data Wizard which has Ownership type = "Organization".
2. Fields of all type supported by Microsoft Dynamics CRM can’t be created using Import Data Wizard. Few examples are float, Currency and Status. Also, the format within the Types is unavailable as an option as well, for example Type = Single Line of Text -> Email format.
3. Microsoft Dynamics CRM will not customize the new record type form and views. Users need to customize the form and views to add the new fields.
4. User cannot create lookup field of N:N relationship.
5. Primary field Guid of the newly created record types cannot be mapped during import.
I have learned something today.
The Data Import Wizard will analyze the file and set the lenght based on the longest value.
I just tested with one of my files and got fields with lenghts of 37, 121 and 17 on three fields I specified the Wizard to create automatically.
Even though it has limitations regarding formats within the types and some types can't be created; it is good to know that you won't run into failures due to amount of data being imported to a custom field!
