If you are using CRM Online...
If you log into the Admin Portal: https://portal.microsoftonline.com/default.aspx
Select 'Support' for the left menu and there should be an option to create a 'New Service Request'
You can also refer www.microsoft.com/.../contact-technical-support.aspx
You can call 800-936-4900 to file case over the phone.
