I'm using Dynamics 365 Business Central. I was looking up how to add packing lists. I was told

Click on ‘Post packing slip’ under the ‘Generate’ tab. This will bring you to the ‘Packing slip posting’ display where you have to click ‘OK’ to post the packing slip.

I don't have a generate tab. Not is sales orders or anywhere else?

All I want to do is have the system generate a packing list for me when I ship something. It seems I'm lost in rabbit hole after rabbit hole with no actual answers.

The Generate Tab

This is some add-on functionality, so best would be to ask questions related to it, to the Vendor that created this functionality.

Anyway - the names could change over some versions, or based on each users role or personalized views.
Once You are in the needed page, You can press More Options at the top, Go to Actions, and try to find there the "Post packing slip" action.
