I need a report that will show the information from the discount tab. Specifically I need the price listed from the "use a quantity discount pricing table".

You need to create a custom report for this. You must combine tables in your query and then add your columns, etc.. I, and others, can produce these types of reports and even more complex reports in other languages (bucket reports for accounting, item movement, etc.).
