I have a client converting to GP Canadian payroll. What is the best way to get year to date employee balances into the system?

What were you using before to produce the payroll in GP ?
Nothing. this is a new install. Migrating from another system.
For how long has your GP instance be in use (aside of CAN Payroll ) ? When doing a first implementation of Dynamics GP, you're granted a 6 months license to use Integration Manager, which allows you to do data imports into GP. Past this delay, you've to pay for the license of IM,which is not cheap... With IM you would be able to import all the pay periods data from the begining of your fiscal year into GP, and not just a summary that would start in period xyz.
In case you're not able to go thru IM, I would suggest you have a look to table CPY10100, which is the Employee master table for the Canadian Payroll. This table summarizes most of the numbers that are cumulative after each pay batch.
