Email Authentication through POP3 SMTP

Hi Everyone, 

i have configured my Email authentication through POP3 SMTP .  [ CRM 2016 on-premises]

Is it possible to  send a Email to a user who is not logged in.  if so what are the steps to be followed.

Any suggestions are Welcome.

    Hi Ram,

    Sorry could you be clear once again, you want to send mail to user who is not logged in means, he is not user of the instance or something like that
