A good starting point will be asking in the right forum, therefore I moved your question from Dynamics CRM forum to Dynamics NAV forum.

Then please change the title to something describing the topic of the thread and tell us more about your situation. For example, is it a new installation when you've never been able to log in, or did it work before? If it's the latter, are you aware of any changes?

Did you just restore the database?

The easiest way is to delete all users. In this way, when you log in, you will be added as a super user by default.
