Quality orders with partial deliveries

I am going to use Quality Orders on product receipt for a purchase order (PO), but I am experiencing challenges with partial deliveries, as a Quality Order is only created for the first receipt. I do not want the receipt to be completed before the Quality Order. Does anyone have a solution for this?

What is the reason for the creation of the quality order after the product receipt posting?

Can you try to retest the same scenario with event type "Registration"?
