Manufacturing: quantity to use in allocation not equal to quantity issued?

I have been introduced to an issue in another section of the company I work for that does manufacturing differently. I am unable to help because I don't understand how their manufacturing is set up.

I have looked through their manufacturing orders and the allocation is what I expect where Quantity Consumed + Quantity Back flushed = Quantity Used.

*In some cases they have quantities consumed and quantities back-flushed for the same item. This is unfamiliar to me, but it makes sense.

However, what doesn't make sense to me is the resulting inventory issue. Instead of issuing the Quantity Used, it appears to be issuing only the back flushed quantity.

Is this normal behavior that I just don't understand or is there potentially an issue here?

    Hi Ryan,

Inventory will be allocated once the manufacturing order status changed to released.  Please refer this link from Harry Lee which explains in detail.

That is an interesting read; however, I don't think it address the problem at hand.

I am looking for a reason for an apparent discrepancy in quantities allocated in a manufacturing receipt and the quantities that are issued in the IV transaction.

    Here is the allocation

    Hi Ryan,

can you please confirm what is the first window.  Quantity allocation will be based on BOM setup & routing and inventory issue will be based on actual qty issued and posted through component transaction entry.

The first window is: Manufacturing Order Receipt Inquiry Detail: MRC050652

The second window is: Inventory Transaction Inquiry: A0124218

No component transaction entry was used in this manufacturing order.

Here is the manufacturing order activity:
