Workflow process "Waiting"

I got this message when I view the details of one of the workflow that has a "waiting" status:

Object address not found on party or party is marked as non-emailable

Plugin Trace:

    One of the party in the "to address" of the email missing email address or marked with "do not send email" in the CRM. Check all the users or contacts that you have selected in the "To" have email address as well not marked as " Do not email" . If it's marked as "do not email" changed it to allow and resume the workflow.

    already double check that yesterday but still no good.

    can you manually create email with same set of people in the "To" address and try to send ? This may provide more detailed information.
