Globally Change Date Format

Is there a way to set the date format to mm/dd/yyyy globally?  

I know that the system settings doesn't change it for the users and that users must go into their personal options to set.  Any suggestions?

    Right... System setting applies to user which are created in system after the setting has been updated.

    There are tool (XrmToolBox) which can help you though (dynamicscrmcoe.com/user-settings-utility)

    However, if you are using using custom workflow then date will come as DateTime format which can then be changed to whatever format you want. Can you share the code as well?

    True, but it doesn't change it down to the user level and I need the data to reflect the change in order for a custom work flow to "TRIM" the correct characters

    Yes you can. Go to Setting->Administration->System Setting->Format->Customize
