How to use Dynamics CRM Contacts for SSO on verious websites

I'm looking for a (price friendly) solution where the contacts (20.000) in a Dynamics CRM Online database are being used for providing SSO on three different web applications. The websites are able to authenticate through SAML or OAuth.

Preferably the pricing for SSO the server is per server, not per user. For we have 20.000 contacts....

Does anybody have a suggestion for me?
