My company has a 2016 install of Dynamics we use to do custom apps for our business departments. We need auto-numbering features and would like to use native capabilities as opposed to plugins. Version 9.x included this in online product. Is there an upgrade path to v9.x for on-prem?

There is no version 9 for On-Prem yet.
It will most likely be the next release which is delivered for On-Prem and Online together (v9.1 or something like that).
I would estimate that most likely around end of Q1 next year it will be available.
If you are looking for autonumber, we have a free autonumbering solution that you can use in the meantime:

There are other free solution that are available out there as well.
