Notes for line comment id scrambled

For the purchase order - I have made modifications to it.  I have a problem with the notes being scrambled.  These are the line notes on the purchase order.  I have deleted them completely and added them back onto the po in the correct order and it still jumbles them up.  Can anyone give me an idea of why and how to fix?

example:  I enter the notes on the comment id field for the line:

This is what i get when it prints out:

Any help would be appreciated.

    I may be remembering incorrectly, but I think the comment lines are arrays.  Maybe the array number is referencing the wrong line number.  In report writer, if you double click on line comment 1, does the field Array Index show 1?  If the array index for each line item comment corresponds to the correct array index number, then I do not know what is causing the issue.  If the array index number has gotten out of sync with the comment line number, then you need to update the array index in report writer.  Not sure that I have explained well, but hopefully, this helps.

    So I pulled it back up and the array lines were showing correct - listed as 1,2,3,4.  So I changed the arrays to 3,2,1,4 and now it prints our correctly even though the report writer shows them backwards.  Very weird but thanks for pointing me in the right direction.  It is now fixed :)  You guys are awesome.  Thanks!!
