Non-inventory item setup

Our engineering and finance departments are struggling with non-inventory item setup.  Engineering feels that the non-inventory item classification, as it's being defined by finance, is too broad.  We think that anything that is part of a BOM or is sold as a service item, should be classified as an inventory item, regardless of cost or unit price.  Has anyone else had this discussion?
