Update assembly dialog won't open in Plugin Registration Tool

We recently upgraded a CRM environment and I am trying to update a plugin assembly using the Plugin Registration Tool, however, when I click on "Update" with the plugin selected, nothing comes up (the dialog box doesn't pop up). The same thing happens if I click to register a new assembly - no dialog. Could it be that I am missing some sort of permission in CRM? A coworker is able to see the dialog windows. I am having the same behavior with 2013/2015/2016/365 versions of the SDK.

    My cowokers are able to see within the same tool.

    Try with different version of plugin registration tool.

    I found, just updating PluginRegistrationTool from 9.0.2. to 9.0.2.12

    This can happen if you directly download the plugin registration tool rather than using nuget in visual studio.

    What happens is that some dll's are "blocked" in windows.

    To resolve you can either "unblock" using the windows file properties dialog, or use nuget to get the tool.

    For anyone still encountering this issue, I can confirm this works. I had to right click on every DLL in the folder, hit 'Properties' and then 'Unblock' down the bottom.

    DLLs can be blocked in Windows 10 when they come from another computer. I know that I personally copied the tool from another machine, which is likely why I was getting this, and also why others have had success after updating the tool, as in the process you're probably downloading and installing it yourself.

    There is a chance that some assemblies of your plugin registration tool are blocked. I experienced similar issue before. Check following post - navbis.wordpress.com/.../
