Planned transfer orders - wrong requirement date

I got the issue related to the requirement date and order date of planned transfer order created by master planning as below:
  • Today is 4-Oct-23
  • Coverage group: Requirement
  • Coverage setting:
    • Warehouse 11: Main warehouse -> If there is demand in Warehouse 11, master plan must create a planned purchase order
    • Warehouse 13: Store -> If there is demand in Warehouse 13, master plan must create a planned transfer order from Warehouse 11
  • Lead time:
    • Purchase lead time: 5 days
    • Transfer lead time: 2 days
  • Demand forecast
    • 500 pcs in Warehouse 11 on 30-Nov-23
    • 1000 pcs in Warehouse 13 on 30-Nov-23.
 
When I run master plan, the ressult I received as below:
  • The planned purchase order for forecast of Warehouse 11 is correct with lead time 5 days. As requirement date is 30-Nov, the planned order date is 24-Nov.
  • The planned transfer order for forecast of Warehouse 13 has requested date as 30-Nov, but the requirement date is overridden to 11-Nov (follow the lead time of purchase and transfer if we order today).
    • I expect this planned transfer order to have requirement date of 30-Nov-23 -> Order date should be 28-Nov-23.
 
I've checked that the same calendar is applied for Coverage group, Master planning parameters, Warehouse 11, 13 and transit warehouse.
There is no safety margin setup in this case.
I'm using Built-in Master planning, FnO on-premise, version 10.0.32 (10.0.1515.44), not Planning Optimization.

This is just one example. All the cases related to planned transfer orders in my testing scenario are created with order date equal run date.
