Solution Architecture

Hi everyone!
 
We are working on designing a solution that we will be using internally and for our clients.  Some of our clients only have the Customer Service License, some have only sales, some have both and others will just be utilizing a Dataverse/Power Platform license with our solution deployed on top.  Our question is, is there a way to build one solution with soft dependencies to sales and customer service so that it will work regardless of what type of license our customers have? Or is the only way to build what we are trying to do to have 2-3 different solution packages? If so can the sales and customer service stuff go in the same solution or not?
