D365 IOM integration with D365 SCM

Hello Everyone,
 
I was reading about D365 Intellegent order management, and i am already working on D365 Supply chain management. My query is while integrating D365 IOM which layer will come first ? D365 IOM - D365 SCM or D365 SCM - D365 IOM. My concern is to understand which layer is best for integration. I have one live website for order taking , EDI process and manual order placing. D365 SCM is fully functioning just thinking on integration with IOM.
