Yes — if all the Business Central tenants (X, Y, Z) reside in the same Microsoft Entra tenant (Azure AD), then one paid full user license is sufficient for User A. The license is tied to the Microsoft Entra ID user, not to each Business Central tenant.
User A will be able to switch between those tenants without requiring multiple licenses, as long as they are all under the same Entra tenant.

Licensing in multi-tenant BC deployments can be confusing, especially when multiple environments are hosted under a single Microsoft Entra (Azure AD) tenant.
Here’s the clean breakdown:
However, if the BC environments are hosted under different Microsoft Entra tenants, then separate licenses are required for each tenant. This is because each Entra tenant is treated as a separate identity boundary, and licenses do not transfer across tenants.
