Can I insert a franchise level layer in between the parent and child account types:

Scenario:

An Organization (Parent Account) has 16 Sites (Child Account), with two brothers running it.
The brothers decide to Split the organization, with each brother now running 8 sites. (Thus the franchise layer needed)
These two new “Organizations” run independently, and have their own separate Opportunities, Contacts, etc.
They are Branded the Same, and would like to be treated as the same Organization for billing Purposes (Discounts, etc.) but run and function independently of each other.
Account Hierarchy Scenario with a “Franchise” layer:
- Organization > Franchise > Site

How can I accomplish the same requirement?
