While populating menu items dynamically on a flyout, data is being fetched from backend. While the data is being fetched, how to show loading.. icon as shown in flow ribbon.?

You can not show progress bar only inside the ribbon menu ,however when you fetch the data you can use below reference method , which can show in the complete window -
