SL is not creating Shipper for SO, PO and Services

I have a situation where Shippers are not create Returns created in the SO (40.100.00) screen are not been process through the SL system.  

There is no error message given.  The Next Step field in the Other Information tab stated, “In process (see Shipper).  However, the system did not the shipper.  

The Shipper Creation Log Viewer (40.450.00) contained the batches with the error message explanation “Create Shipper' not next step on sales order.” apart from for other batches with “A shipper ID cannot be generated.”

There are some P0 batches and Service batches with the same message in the Shipper Creation Log Viewer (40.450.00)

I have checked the following:

There are no messages in the Shipper Update Log Viewer (40.460.00).  

There are no Event Logs created for the batches in question.

Right Order Type were selected.

There is enough quantity to in stock

The Process Manager is turned on.  

Data are not in the future.

I have also tried the following resolution suggestion:

Help, I would greatly appreciate any help or suggestion on resolving this issue.

    Hi  Carolyn,

    I forgot to update this post.  Actually, we have resolved this issue.  We try to create the shipper directly from the Shippers (40.110.00) instead of SO.  It was then that SL finally showed this error message "All available shipper number between ###### and ###### have already been used."

    Hi IA,

    Do you have access to SQL Server Management Studio?  I would check the SOHeader table and see what values are in the NextFunctionClass and NextFunctionID fields.  Or if you don't have access to SQL Server Management Studio and you are using a version of SL 2011, you could use the Quick Query Sales Order query to find this information.

    Then, with Process Manager turned off, create a new Sales Order.  Compare what is in the SOHeader table in the two fields I mention above to this new sales order.  Maybe the data in those two fields for those orders that won't create a shipper is incorrect.

    Also, for the Sales Order with the Shipper log of "“Create Shipper' not next step on sales order.” did you check the Order Type to see what the next step is?
