Custom workflow activity

I am building a custom workflow activity and am seeing this trivial issue. I have registered just a skeleton of the custom workflow activity without implementing the execute method. The issue is that the step shows up as a sub menu item in the list of steps (See highlighted menu items below). Does anyone know what might have caused this and what changes would be needed to have the activity show up at the parent level?

    This is the default behavior. Custom workflow will show group name in the main view and all the steps belongs to that group in next level of the sub menu. For example if you have custom workflow with group name "Group" and multiple steps on the same group call "step1",step2","step3" you will see "Group" in the main menu and step1,step2,step3 in the next sub menu.
