User unable to access Chart of Accounts

Chart of Accounts is accessible via a group permission in our organization, however, twice in the past month we've had users set up correctly who cannot access the COA.  What would prevent them from accessing the page?  We have multiple users in this group that are not having the same issue.  Everything we did to troubleshoot the prior person is not working for this individual.  We are using D365 BC.

    I don't believe so, there are users that have the same profiles and groups that are not encountering the issue.

    Hi, I think you could give her Super permission first to see if she has access, which would rule out a license issue.
    If there is no problem with Super permissions, it is still a problem of permissions.

    I did give her Full Access while on the phone with her and she gained the access she needed.  However, that would not be the ideal scenario for us so I removed the full access and low and behold, the access stuck.  I did some other research on the issue and I think what happend is that we created our own permission sets versus using Microsoft's and it broke with one of the releases.  I found the permission sets to be in conflict.
