How to allow approving officer to create vendor as well?

Hi Community,

I have a vendor approval workflow, and this person A is approving officer as well.

I would like this Approving Officer Person A to be able to create Vendor without the need to approve, may I ask how do I set this up in user Approval?

Currently, my user approval module is empty, since I can just setup the vendor approving process in Workflow.
