Unable to change Domain Logon Name

Below error happens when i try to add a new user in to dynamics crm 2016

You do not have the necessary perssmion to change Domain Logon Name for the user

Unhandled Exception: System.ServiceModel.FaultException`1[[Microsoft.Xrm.Sdk.OrganizationServiceFault, Microsoft.Xrm.Sdk, Version=8.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35]]: Access is denied.Detail:

<Message>Access is denied.</Message>

Got the same problem, and I solved it.

First you need to go to "Information Services (IIS) Manager", click on "Application Tools", then right click on CRMAppTool, "Advanced Settings", next to "Identity", click on "...", select "Custom Account", enter the Account Name and Password you are using in the CRM organization.

DONE!

Try again.
