The BC environment is created in English only. If you require other languages, you will need to install a language pack.
Microsoft only provides some language packs; others, including Japanese, are provided by partners.
Hope the following can give you some hints.
Dynamics 365 Business Central: How to install a Language Pack (SaaS and On-Premises)
Dynamics 365 Business Central: XLIFF translation files (Working with Translations)

    Thanks.

In Microsoft Dynamics 365 Business Central, you can create a tenant in one language and use switches the UI to another language. The tenant language is defined during the initial setup and cannot be changed in the future but users can change their own display language independent of the tenant language.

To change your display language, navigate to the My Settings page in Business Central and select your choice of language from the available list. When you change the setting and sign out and sign back in, the User Interface texts will be shown in the selected language. Therefore, it is possible for many users to be at the same tenant and perform business in different languages even if the tenant was created with a different default language. It should be noted that some core system messages and email templates use the language chosen during the tenant creation.

Beginning with Business Central 2025 Wave 1 (BC26), administrators will have the ability to manage the User's display language under Allowed Languages so they can restrict the languages available to the Users. This should improve the management of languages in multi-language organizations.

You can view it in other languages. MS supports 40 languages . This change Refers to the user interface (menus, fields, error messages). Data to be handled by users .  Reporting to be handled using Translation files by developers if any

Yes, Business Central fully supports this.

When you create a tenant in one language, you can still view it in another language as long as that language is installed and available. Business Central stores data in a language-neutral way and then displays captions based on the user’s language setting.

Here’s how you can view it in another language:

    1. Go to My Settings (top right corner).

    2. Change the Language to the one you want (e.g., French, Spanish, German).

    3. Sign out and sign back in, the UI, captions, and menus will now appear in the selected language.

    Important points:

    • Master data (like Customer Names, Item Descriptions) stays as you entered it. If you need multilingual descriptions, you can use Translations on items, customers, and other records.

    • The tenant’s base language (chosen at creation) only affects the default language for new users, not the ability to switch languages later.

    Thanks

    Hi,

Yes. Business Central is multilingual per user.
    How:
    • Set the environment’s base language at creation (for system texts), but users can choose their own UI language anytime.
    • Each user: My Settings > Language to switch UI captions and translations.
    • For data like descriptions, use Translations/AL labels or install language packs; master data text isn’t auto-translated unless you provide translations (e.g., Item Translations, Report/AL labels).
    • No separate tenant needed; one tenant, multiple user languages.
Mark true, “Does this answer your question” if it helps.
