Phone call will not load in the quick create bar for my CRM environment. The entity doesn't show up anywhere else.

You'll need to add the phone call entity to your model driven app.

Also I hope you already know this, but just want to mention, even though activities are available under quick create but there is no quick create form for activity type entities, all will open main forms only.

Phone call is by default added in quick create bar. There is no setting to do this in customization.

Phone call is by default not enabled for Quick Create.
So you will have to go to customizations > entities > phone call and enable it for Quick Create.
