The customer does not have Office365 subscription, can he still use Dynamics 365 Business Central?
Yes. I have a similar client scenario. Users just miss out on functionality like edit in excel. In my case libre office is available to the users or G suite. They can still use open in excel it just opens in the local libre office format

Absolutely they can. Having a M365 account is not at all mandatory.
But you will be surprised that your customer's user creation / management will still happen in M365 admin center. When a customer buys business central subscription, a M365 Admin center and Azure AD get provisioned automatically which is used for user management.
