it basically depends on amount of data that you are planning to migrated:

crmbook.powerobjects.com/.../select-a-tool-to-use

if this is a CRM to CRM data migration - the best option is migration utility tool available in SDK. community.dynamics.com/.../crm-data-migration-tool
