Does anyone have a good backup or offline solution so that when Dynamics 365 online goes down for a lengthy period of time, my end-users have a way to continue with Dynamics 365 data? (yes, it's happened quite often lately with no notification or explanation from MS and is bad for business continuity and user acceptance)

    Very rare occurrence!

The last major one I remember was when they where updating some IPV6 routing in Oceania. Obviously individual Instances can have issues however Dynamics as a whole is fairly rock solid. Your best bet would be to have offline sync Using the Dynamics Outlook Integration.

Depending on what your needs are you could have a basic database that syncs both ways using SSIS, Scribe or similar with a web browser front end.
