Dynamics 365 Licensing for Read-Only ClickDimensions Access

We have some users that need read-only access to ClickDimensions data in Dynamics 365 Customer Engagement / Sales.  We are considering using a data warehouse and Power BI reporting.  However, we are also looking into use a Sales Team Member license, or a Power Apps per-app license.  Does anyone have any tips or advice on the difference between those two or your experience deciding between them?
