Release to warehouse - prevent at order line level when not all stock available

Hi Experts, 
 
I've checked across the forums but I cannot find this problem answered. 
 
Example:
Customer has a sales order with 2 lines;
 
1. Item A | qty 2 | available 2
2. Item B | qty 2 | available 1
 
Customer wants to be able to use release to warehouse process with warehouse management, and create a shipment for line 1, but do not release line 2 as not all qty is available in stock. 
 
I have tried every version of reservations, batch release and fulfilment policy, but cannot find configuration to support this scenario. 
 
I know that fulfilment policy can block the whole order, but we only want to block the lines which are incomplete for stock, but still release for wave/work to fulfil the other lines. 
 
Has anyone come across the same scenario and found a suitable solution?

    I have that parameter set, and I am getting every order line blocked, not just the line with incomplete available stock. 
     
    I have tried this with both reservations set automatically, and manually with the reservation done via batch release. 
     
    Can you see this scenario working in practice?

    2 items.
    Line 1 has qty of 2032 
    Line 2 has qty of 1 (lots of stock available)
     
     
    For line 1, we have 2031 in stock, so 1 is reserved ordered.
     
     
    We do not want line 1 released to warehouse for shipment/picking.
     
    Full reservation is set on the warehouse level:
     
     
     
    After release to warehouse, we get this message (lot ID is for line 1)
     
     
     
    But, I have 2 lines on the shipment, and for line 1, I have the available stock qty, not the full order line qty:

    How are you doing the Release to warehouse? Is it from the Sales order, via a batch job, from the Load planning workbench or something else?

    I have tried release to warehouse direct from the sales order, from the batch job and from the release sales orders to warehouse form. I have also tried a combination of reserving automatically, manually, and set to reserve after the release to warehouse batch job.
