WMS - Replenishment - partial replenishment for min/max

I am using min/max replenishment
 
The problem is when I do not have enough in stock to fill the primary pick to the max. 
 
Let's say I have 11 in stock in a bulk location and I need 25 to meet the max on my primary pick location. 
 
I get work for a pick for 11 from bulk location AND an additional pick for 14 from a blank location. 
 
I could work with that if I could find a way for the user on the mobile device to do a cancel work line if the the pick has no location. 
 
I can see that if I go into All Work and I cancel just that work line, i.e., the one with the blank location, then the rest of the work is updated for the 11 that I do have in stock and everything goes through fine. 
 
Has anyone seen this?
 
Do we need to write custom code to loop the open work and do a cancel line if the location is blank? Would that even be possible?

    Hi!
    Unfortunately, you don't have a way to cancel this type of blank work from the mobile device.
    You could skip that picking line and wait for the stock to be receipt in the bulk locations and then suggest a location via mobile device or work as you are doing today.
     
    I think the best way is to customize that form to cancel replenishment work lines with empty locations.

    Maybe you can solve it with a location directive failure setting in the Warehouse Management parameters. 
     
    Can you add the work order type 'Replenishment' in the location directive failure? And can you also check the checkbox 'Stop work on location directive failure'?
