I have a client who currently has Solomon 6.5 license. they have kept up software assurance but not updated. is it possible to move them to GP at no extra license cost?

To move from SL to GP, you also need to pay license cost for GP.

If they move forward with this and you have any questions, feel free to contact me. I just wrapped up a project converting from Solomon 6.5 to GP 2013 and can provide some SQL scripts to help extract master records from Solomon.
Done this before where we moved customer from SL to GreatPlains, and had to work with Sales Support in order to do this. There have been specials available in the past but you need to contact your VAR or if you are the VAR then you need to contact Sales Support and they can give you the pricing.
At the time I did it for a customer there was no migration tool to do this thru, we brought the data out and then brought it back into GP for all GL, AP going forward and all open invoices. So, you would have that cost to consider.
