Start a Bulk Load from an ASync Plugin or Work Flow

I have an odd question. I need to create lots of tasks, like hundreds to even thousands of tasks, and this will be initiated by a Workflow or Plugin (haven't decided which yet). Question though is since plugins timeout after about 2 minutes my fear is this could run for much longer than 2 minutes, so I hoped I could use the Plugin or Workflow to generate basically a delimited list of information to feed back into CRM as a Bulk Load so it could process this as it would a file and create the Tasks using that method. Is this possible? Can this be done without actually creating a file? Or does anyone have any alternative suggestions on how to do this while keeping it self contained within CRM (no SSIS or Web Service)?
