I am wondering if a person clicks a drop down and hovers over an option, is there a way to create some sore of help text to show them more information?

Hi,
Unfortunately this is not possible in dynamics CRM.
Dropdown/Picklist/Optionset is just a key value pairs collection. So you cannot give extra tooltips text on each option.
But you can add the Information text in picklist field description under customization, the description text will show as tooltip on mouse-hover of field label.
You can do some HTML webresource also for instructions to users.
