Restrict Access to Contracts based on Contract Field

We have different departments that will use CRM 2013 and we want the department heads to be able to view all contracts for services in their department but not be able to view contracts for services in other departments.The actual contract will be an attachment to the contract record. My concern is security on the attachment as opposed to the contract record. Could I establish a different contract template per department and then somehow allow only certain user to view the contracts having a template to which they've been given access.

For example:

1) Users A, B, and C can view contracts using template 111

2) Users C, D, and E can view contracts using template 222

Is this possible? If so, how would I do this? If this is not possible, what's the next best solution?

    You can create a team for each template which other users and teams don't have access to. Then you could create a business process flow for the contracts, which simply does:

    if template = "templatenumber" assign to "templateteam"

    That way, whenever the a template is specified the record will be assigned to the team that has access to that kind of template, and only users in that team will be able to open it up.

    If you have lots of templates and several organizational units then this would probably clutter up your CRM solution quite a bit, but I think that's an easy way to solve your problem.
