As far as I am aware, inventory mobile app on-hand doesn't depend on region rather it depends on the d365 version 10.0.38 and above.

Please make sure the prerequisite mentioned here are done https://learn.microsoft.com/en-us/dynamics365/supply-chain/inventory/inventory-onhand-mobile-app
