Purchase agreement workflow- Email template not visible

Hi Everyone,
 
I have created a Purchase agreement workflow and a email template/message defined in /Organisation email template/, however this is not visible in Workflow to select from Dropdown. It shows in Purchase order workflow though.
Can anyone guide how to make this work please?

    Create the template in System email template from system admin module, see below marked in red.
