Creating a URL with parameters of a contact to send it to another crm

i have a contact entity that has a phone number,

i need to send the contact via URL to another system so that they can have the option to add the new contact or open it if it exists (via phone number) in the other crm system

my question is how do i make the URL ?
pleased to be directed to sources to read; im not sure how to look for it

    Have you tried using the Dataverse connector in power automate:

    You can use Http connector to make URL:

    Overview of HTTP connectors in Power Automate - Learn | Microsoft Docs

    I hope you are doing well. 

    Check this documentation https://docs.microsoft.com/en-us/dynamics365/customerengagement/on-premises/developer/open-forms-views-dialogs-reports-url?view=op-9-1 that explain about how to 'create' a URL to record. 

    Also, you can see it https://docs.microsoft.com/en-us/powerapps/developer/data-platform/webapi/retrieve-entity-using-web-api to use WebApi request about it.
