Make a Site Inactive in SL?

We have two sites in SL and completed physical inventory in one of them.  We would like to keep users from posting transactions in our other site while we conduct physical inventory for that second site.  Is it possible to make a site inactive, conduct inventory and then make it active again post-inventory?

We have not update our SL yet so our version is SL 2011 FP1- Business Essentials. Version 8.12.40821.00 (8.0.0.0)
