Hi
First create a copy of the permission sets and then set security filter on table data of general journal line based on template name "PAYMENT" and then assign this copied permission set to that user.
Please ensure that the user does not have any other permission sets which has permission of RIMD on table data on General Journal line.
other wise it will overrule.
So this will allow the users to access only the payment journal page and not any other journal page.
