new compensation plans greyed out unable to create

Hello, 

I am trying to make a HR system in dynamics but I can't seem to create any compensation packages. I followed a tutorial stating 

  1. Select Compensation management.

  2. Select Fixed compensation plans.

  3. Select New.

  4. In the Plan field, enter a value.

but when I try to select new it is completely greyed out and there are no compensation plans listed. thus 150 employees are listed as without fixed compesnation plans.

when trying to add a compensation plan to an employee I am faced with essentially the same issue

any help would be appreciated
