Promotion Discount for Monthly Subscriptions

Microsoft recently announced that they are offering a 16.7% discount for existing customers who are migrating from Legacy licenses to New Commerce Experience, New Customers, with a monthly subscription. All of our customers who are on the legacy platform have an annual term and monthly billing. When I go to select migrate to New Commerce Experience, the Promotion does not appear. I believe the existing customers have to have monthly terms and monthly billings. I guess I am answering my own question, but is that correct? The promotion will only appear if existing customers have monthly terms and monthly billing.

Please confirm.
