Manufacturing Order Entry- Can't change ending quantity

We have a customer who is a poweruser and has two custom roles assigned to his user ID. When he tries to change the ending quantity on the Manufacturing order he received the following error. " You do not have access privileges needed to change this quantity." But he is a power user, why is he getting this error!?

    What happens if you login as 'sa'?  Can 'sa' make the change?

    Shelly,

    There is a separate setup for MO Quantity Overrides.  To configure security for this, navigate to Manufacturing > Setup > MO Schedule Prefs (Preferences).  Select your default preferences and then setup the security option highlighted in the bottom left hand corner of the image below.  You can set it to prompt for a password, or authorize various GP users to perform this task.

    I also tried using the support debugging tool and When I receive the error the tool doesn't capture the error?
